The Environmental Protection Commission (EPC) lobby remains open during the COVID-19 emergency as of 3/20/2020.  Lobby hours are 8 a.m. to 5 p.m. Online, phone and email services are still operational. Staff is working remotely and will continue to perform application/document reviews, on-line meetings, field inspections and investigations.

EPC Announces Donald Rogers, Ph.D. as the 2019 Hall of Fame Recipient

Donald Rogers, Ph.D. was named the 2019 EPC Hall of Fame Recipient during the May EPC Commission Meeting. Dr. Rogers was selected for this honor in recognition of his distinguished service as our inaugural Executive Director from 1967-1970. During his three-year tenure, he had the dual responsibility of directing the newly created agency known as the Hillsborough County Pollution Control Commission, which later was renamed Environmental Protection Commission of Hillsborough County (EPC), as well as directing the Hillsborough County Health Department's Sanitary Engineering Department. He helped lay the foundation for our Agency, which has become one of the premiere local natural resource protection programs in the Country.

Dr. Rogers states that it was at his recommendation that the Hillsborough County Board of County Commissioners serve as the EPC Commission and that the Agency be modeled after the San Francisco Bay Program in existence at that time. He is also quick to point out that he hired Roger Stewart, who later became EPC's second and longest tenured EPC Executive Director.

Dr. Rogers is a native Floridian who has spent his entire life in Brandon. He graduated from the University of Florida with an engineering major and received his graduate degree from the University of North Carolina.In 1970, Dr. Rogers resigned from his job to go back to Tar Heel country to study for his Doctoral Degree. His long and successful career in the engineering profession encompassed his time with the Health Department, teaching engineering courses at USF’s College of Engineering, and owning and managing multiple engineering consulting companies.
