Site Management and Operating Procedures


The applicant or his representative must submit an outline of the Site Management and Operating Procedures, that include but not limited to the following:


a.
       Methodology that identifies a specific load in a specific area of the site


b.
      The material being applied is stabilized and a current residual analysis of that material is available


c.
       The annual nitrogen uptake of the vegetation located in the land spreading areas, and whether the residuals will be applied to the surface or incorporated in the soil


d.
      How many individual loads can be applied on the site’s land spreading areas. Establish a template to be used as an overlay of the spread area so that individual load applications can be established, accounted for and reproduced for second and third applications. What is established needs to be physically laid out in the field (cones, stakes, etc.). This will provide a planned sequence for uniform application of residuals throughout the site. Each load being applied needs to be recorded and the aforementioned methodology needs to identify the site’s disposal areas, sub areas (if required) and the actual application spread area of a single load. Daily load applications can be accumulated on spread sheets. Hauler/applicator or site manager review of the data can identify any application adjustment that may be needed to assure  uniform loading of the spread areas.

       The daily load application data accumulation on spread sheet can be used as a database to generate the annual residual application summary report required to be submitted to EPC annually.


f.
        A good load manifest can be developed to accommodate the tracking of an individual load from the time it is picked up from the generator and land applied at the site. It can incorporate all the key elements of the regulation such as a generator stabilization, current residual analysis, what area utilized and specifically in that area where the residuals were applied.
