National Emission Standards for
Hazardous Air Pollutants (NESHAP) for Asbestos, 40 CFR 61, Subpart M
The Asbestos NESHAP rule requires a
thorough asbestos inspection and notification prior to the start of any
regulated renovation or demolition project.
Asbestos Hazard Emergency Response
Act (AHERA)
The Asbestos Hazard Emergency Response Act
(AHERA), a provision of the Toxic Substances Control Act, was passed by
Congress in 1986. AHERA requires local educational agencies to inspect
their schools for asbestos-containing building material and prepare
management plans that make recommendations for the reduction of asbestos

OSHA WORKER
PROTECTION RULES
These rules require employers to provide
information about the hazards of working with asbestos. Employers are
also required to provide proper respiratory protection, personnel
monitoring, medical monitoring, engineering controls, proper training
and record keeping for all employees that handle materials that may
contain asbestos.

Florida Statute 469
As of October
17, 1995, only asbestos contractors and consultants licensed by the
State of Florida may operate in Florida.
Building
Departments shall require each building permit for the renovation or
demolition of an existing structure to contain an asbestos notification
statement which indicates the owner's or operator's responsibility to
comply with the provisions of
Florida Statute 469.003
and to notify the Department of Environmental Protection of their
intentions to remove asbestos, when applicable, in accordance with State
and Federal law.
Florida Statute 553.79
The Florida
Department of Environmental Protection (FDEP) be notified in writing
before a local building permit is granted for any building demolition or
renovation which would disturb asbestos material. This regulation is
administered by the
Department of Community Affairs.
